Marshall D. Teach, also known as Blackbeard, is one of the Four Emperors of the Sea in One Piece. He was once a subordinate of the legendary Whitebeard, however, after defecting from the crew, he established his own pirate crew and has since grown rapidly in power.
Blackbeard is exceptionally powerful right now, as indicated by his bounty of 3.996 billion Berries. He is still increasing in strength and, being one of the greatest villains in One Piece, he is naturally very powerful. With One Piece entering its final saga, Blackbeard is now more involved in the story than ever before, and currently only a handful of people can defeat him.
7 Monkey D. Garp
Monkey D. Garp is a Vice Admiral of the Navy and the strongest Marine to ever live in the One Piece world. Garp is exceptionally powerful, and his strength level is very high, even though he is old and weakened. Garp is a user of all types of Haki and also has the power to coat himself in the Color of the Supreme King.
Garp was seen launching an attack on Pirate Island recently, and he did so knowing Blackbeard might be there. In contrast, Rayleigh openly admitted that he would not be able to defeat Blackbeard. Garp is certainly in a league of his own, and if Whitebeard's performance at Marineford is anything to go by, Garp is certainly capable of taking on Blackbeard and maybe even defeating him.
6 Sakazuki
Sakazuki is the current Fleet Admiral of the Marines and likely the strongest in their forces at the moment. He is a user of the Magu Magu no Mi, a Logia-type Devil Fruit that turns him into magma and allows him to manipulate it freely. Sakazuki is extremely powerful, and his Devil Fruit is known to possess high-level offensive power.
At the same time, he also possesses a very powerful Haki. While it has not yet been confirmed that he has the Conqueror's Haki, given that the previous Fleet Admiral possessed this power, it would not be a stretch to assume that he has it as well. Regardless, he is able to defeat Blackbeard, and the latter has already run away from him on one occasion.
5 Dracule Mihawk
Dracule Mihawk is the World's Strongest Swordsman in One Piece and a man valued at 3.590 billion berries. Undoubtedly, he is among the strongest characters in history and is certainly capable of taking on Blackbeard.
Mihawk was strong enough to compete with Shanks in the past, and currently, given that he's in his prime, he can certainly challenge the Yonko. Even though Blackbeard is extremely powerful, Mihawk is someone who can certainly hold his own against him and maybe even beat him.
4 Monkey D.Dragon
The Commander-in-Chief of the Revolutionary Army, Monkey D. Dragon is the World's Worst Criminal and an extremely dangerous man. Little has been revealed about Dragon thus far, however, given that his commanders all wield incredible strength and influence in the world, Dragon is certainly extremely powerful.
Both his son and his father are powerful figures known in the world. The Dragon itself will also certainly be extremely dangerous. Needless to say, he will be an advanced Conqueror's Haki user.
In addition, Dragon also has its unique fighting style called Ryusoken. Furthermore, he may also possess a wind-related Devil Fruit power, which would make him powerful enough to potentially defeat Blackbeard.
3 Good Hancock
The Pirate Empress and leader of the Kuja Pirates, Boa Hancock is one of the former Shichibukai. She has a bounty of 1.659 billion berries on her head, which goes to show how much of a threat she is in the world of One Piece. Hancock possesses one of the most powerful Devil Fruits in history.
Blackbeard admitted that, given the opportunity, Hancock could turn him to stone in a matter of seconds. Furthermore, she is also a user of all three types of Haki, and it would not be surprising to see her as a user of the advanced form of the Supreme King Color.
2 Monkey D. Luffy
Monkey D. Luffy is the protagonist of One Piece and currently, he is one of the Yonko of the Sea. Luffy is extremely powerful, especially after the Awakening of his Devil Fruit, which transformed him into the Warrior of Liberation, the Sun God, Nika. Luffy and Blackbeard are destined to fight each other.
While Blackbeard is eternal darkness, Luffy is the sun. Of course, eventually, Luffy will triumph over Blackbeard and he already has the power to do so. With his Awakened Devil Fruit and his Haki, which has been advanced in all three spheres, Luffy possesses the power to defeat Blackbeard.

Shanks has been an enigma for most of One Piece, however, with the Final Saga now in motion, he has also entered the fray. He is one of the Four Emperors of the Sea and probably the strongest of them at the moment. He has a bounty of 4.0489 billion berries on his head, which is the highest active bounty in One Piece at the moment.
Shanks doesn't possess any Devil Fruit powers at the moment, however, what he does possess is incredibly powerful Haki. With that, he can certainly pose a challenge and perhaps even defeat Blackbeard.
